As largely monopolistic enterprises, public transportation companies are now facing major changes, particularly in countries like Germany where the effects of inner-EU competition are being keenly felt Moreover, common funding practices for such companies are being called into question on account of legislation passed by the European Court of Justice.
These developments are having major repercussions on most business models and the way that tasks are distributed among subcontractors, public transportation firms and transportation cooperatives. Municipalities are thus struggling to find new avenues for contracting out the various services they need to cover.
Despite ever greater competition and restructuring pressures, transportation companies are striving to maintain high standards of service as anchored in their contract agreements. In view of the overall insecurity felt on both ends of the service contracting connection, it is absolutely essential that effective systems of quality assurance be established.
