Whether at the national, state or municipal level, governments everywhere are pursuing fundamental structural change aimed at boosting administrative efficiency and easing the strain on human resources. Wherever possible, service portfolios are being slimmed down by transferring tasks to the private sector.
In many cases, administrative restructuring implemented on the basis of task analysis is leading to Public Private Partnerships, reassignment of tasks to private sector or stateowned firms or the outsourcing of services.
The transition to eGovernment has not yet been accomplished, and with it the goals of better service for citizens and greater administrative efficiency. Another critical issue are shareholdings engaged in by public sector entities.
